Stop pretending a single closed valve solves an environmental engineering crisis. If we want to stop outbreaks instead of just reacting to them, we need mandatory, unannounced continuous biological monitoring of all high-risk evaporative systems, paired with heavy criminal liabilities for facility managers who treat water treatment as an optional line item.

Until city hall stops treating systemic infrastructure neglect as bad luck, expect the next cluster by next summer.
